320/6 running very bad

Ok where to start. My 320/6 that I bought 4 years ago underwent major restoration. Engine included, I bought pistons, rings, head rebuild and everything else. Put it together. New coil, ignitions module, rotor, cap, wires and plugs. Sigh.
Thing is I'm running a Holley two barrel. Think it's a 360 CFM. Thing is I tried running it with a Weber Idf and the same happened.
The issue is the car starts but has a major fail at Lower rpms and only revs good after 4000rpm. And if you drive it, it cant even climb the slightest uphill having to Abby the throttle to make it go.
Could it be too much fuel? Been trying different carbs. Tomorrow till try a single barrell Holley yo see if thata better
